Short answer: Excel recomputes pagination against the currently active printer’s metrics when it exports, so the page breaks you carefully set in Page Break Preview can land differently in the PDF. Paper size, margins, scaling and the selected printer all feed that calculation, which is why the same workbook can break in different places on two machines. To pin the breaks, fix those inputs before you export: set an explicit paper size and margins, lock the scaling, and pick a stable printer or the “Microsoft Print to PDF” device, then re-check Page Break Preview. If the breaks still drift, the deeper fix is to stop depending on the printer entirely and use a tool that paginates the sheet itself.
If the breaks have to be reliable every time, the sturdier answer is to not let the printer decide them.
